Try reverting controls to default, then rebinding them again. That's what worked for me.

The reason they seem the same is by how the game determines gun names
You take all the bonuses (determined randomly) to make the gun name
If you end up getting similar bonuses, you end up with similar gun names, "Pele Demands a Sacrifice" = 4x Fire = "Volcano" somewhere in the name of the gun itself
The wiki has a breakdown for shields

doesn't change the fact that I have a ton of x4 fire sniper rifles and no x4 shock sniper rifles :
and I haven't seen the triple-elemental revolver at all either

gamespy/borderlands is finicky. are you able to host a public game at all? Those give me 100% success rate, but private games I usually have to invite everyone, watch them timeout, exit to main menu, rehost, and reinvite for it to work. Shadow also mentioned going offline and back online with gamespy/steam as other alternatives to finagle the networking in just the right ways.
