If it didn't, it'd be simple to add for such an achievement.  I don't think it tracked a lot of things before the medic achievements.

Make it so you have to be close enough that your body falls into the cabinet/pack as you die.  The ultimate frustration in Team Fortress 2.

i would love to set someone on fire , run to the health pack that they need to survive , press G ,and have them fall down at my feet

This is a must have achievement, someone call valve.
