Well other people have used internet photos, or if he has one already accessible, or he could just have a camera and some free time.
And the flickr photo editor takes the place of photoshop. All you really need is basic tools like crop, resize and add text all of which are available for free in that editor. I know I've used it for this exact same thing many times. Back when I used to think people read my destructoid articles.
