Shitty Gyarados is shitty. He's never gotten any love and he never will. I've seen serious decks that used Magikarp, but never seen one that used Gyarados cuz he has always been shit on by the cardmakers.

This guy sucks too. Even though he's a basic he was fucking worthless:
