Grey, I don't think the government did it, but I don't think their hands are clean, either, specifically the possibility of the government having intel, but ignoring it/taking no action.

That's what my wife thinks. Personally I think all conspiracies of significant size are doomed to failure because people are not smart/trustworthy enough to make it succeed over any length of time. But this fits so I could believe it.
