Not so much, the majority of US States limit the proof of what is sold in non-state-liquor-agencies. For example, I believe  in Ohio Grocery stores that do not have state liquor licenses can not sell anything over 60 proof (I believe), and of course if they DO have license (most Kroger stores in Ohio actually do), they can go over that, however those sections of the store have to be closed off to adhere to state liquor laws.

mongoose, Ohio may be famous for it's drive-through beer stores, but the potency of the brews so available has always been more restricted than most states.

I'm talking hard liquors though. But you're ultimately right, the brew laws in Ohio do hinder potency of brews (as of right now). but with how many micro-breweries, and craft breweries that have been popping up in Ohio for the past few years. It will probably pass.

Have a friend I ingress with that is planning on making what he'll call "Resistance Rye IPA"... or so he says. We'll see how it turns out.

The Short North and Arena District in Downtown Columbus has had a decent influx of micro-breweries and bars that cater to said breweries, so it'd be worthwhile for higher potency laws to pass.

Also there are not very many drive through convenience stores anymore and a very small amount of them had state liquor licenses anyway.

Man, in Ontario... we have two stores that sell booze. One is owned and operated by the government, the other is owned and operated by the largest brewers on the planet (Labatt+Coors/Molson).

It's more like here, you can buy a can of beer as if it's a can of soda. I bought some cider at a convenience store yesterday...
