You can take any item (Oddly enough including effects, fired projectiles, room prefabs etc) and make it a crafting requirement so yes, but ATM the mod has nothing but minor script tweaks and number changes. AKA, no art changes. I can't get models working in Fallout 3 (I've yet to try in New Vegas, but can safely assume it wouldn't work.)
