As this is a Nintendo console, you can only become friends with people who enter your name as well. However, I think you can request to be friends with someone you've recently played online with.

Sending a friend request through the friendslist works like the 3DS in that both need to add each other for it to register as friends. Do it through Miiverse instead, I think it goes like this: Open Miiverse -> User Settings -> Search user -> Add friend. And that sends an actual friend request.
