Correct, with the sniper in TF2 a head shot doesn't mean a kill, you can come out with more head shots than you did kills.
Also why would negate get the award when I hold the top spot for every sniper weapon?

Why is the arguing always about sniper? Sniper sucks. There are a lot more useful classes out there, like let's say .. MEDIC.

The names included are the ones off the top of my head by way of example, to reinforce that each of us has a short list already for each position. Our short lists will never overlap exactly, which is why everyone has to trust the Captains to make a good faith decisions.
