I updated 3 copies of Steam about 5 minutes after the patch hit the content servers, my server was updated about 5 minutes behind that and I had the new achievement hat within 15 minutes of the patch being dropped. All it takes is a slight modicum of intelligence to circumvent the overloaded content servers and connect to nice under-loaded ones.
