Because multiple engies could build level 3 SGs fast enough they need to produce more metal. Hooray badwater will be even worse now.

The Medic changes are subtle but nice. That overheal aura is okay, but the HUD change on the Medic Call balloon is even better. It goes red for critical health patients... it's a triage meter now! And, I could be wrong, but it better indicates the caller's position. Somehow. I think.
