Yeah, ever since the site went down for a couple days, HL stats has been disabled or something of the sort.

I remember Caff saying that some things needed to be uploaded/changed via FTP, but that he didn't have time to do it and no one else wanted to either.

HL stats is the most useless and one of the more annoying TF2 server plugins out there.

I don't think it did unless you spammed a command. And the spamming got bad for awhile. Then they finally removed it. It was fun to meter your K
and the amount of kills and headshots you could get in a month. But that's just me I guess.
