I wouldn't use blasters on a catalyst. That's just wasting its 50% range bonus.

Core fitting to improved is a good thing to have though. There's no way to sacrifice any more maneuverability, there are no mods to improve it.
But you won't be fitting a NOS unless you drop DPS, no spare PG/CPU |

Fitting a NOS to a frigate is one of the best things you can do for a frigate... mainly because your normally going up against ships whose caps is 2-10 times as large as your own, and you can suck some of their cap to keep you cap stable, or in some instances when knife fighting frigates, you can use your own fleets larger ships to help you keep your cap.
