Its a flamethrower. You've gotta be like point blank. The health display for BA is broken though, you can't see enemy health properly so you probably stripped his armor and didn't do enough damage to kill him. Dead giveaway is the clicks you hear when you actually contact a target, something small like BA is really hard to hit with the BA flamer since the range is so short.

Except Gauss weapons in the battletech universe don't flay layers of atoms away until the target has completely disintegrated. They just use an electromagnetic ram to accelerate a large slug to a bazillion miles an hour. The contrail left by the surface turning to plasma from friction heat is what you see when you fire the thing ;x
