I knew they weren't going to reveal anything.  If they did it would have killed the Pyro's mysteriosity and frankly made him less of a character.  I like the outcome.

Doesn't say anything about not being able to unscope, just that it doesn't automatically unscope when you fire. And since many good snipers jump right after shooting, it wouldn't change anything if you didn't want it to.

For other Source engine games:
