The parts I saw in cleveland were very nice. It's a lot cleaner and its road system is way better than an old city like philly.

False, any other holiday and it would be a different movie. Thematically it is consistent with the story. It's a shitty, hokey event that no one takes seriously yet is still reported on every year even though no one cares. That shows how crappy he feels his life is up to that point, he has to go to some stupid town and report some stupid event that no one cares about. Then there is the theme behind the actual event - if the groundhog sees its shadow then there is more winter, if not winter is over. That represents his own shadow which he needs to get away from to start a new life where he can be happy.

Groundhog day is some deep shit.
