I just pick the door of whichever team needs more people, but on payload maps, I try to get on the attacking team first round.

We have quite a bit of admins, and not nearly enough admins who play regularly (at least 3 nights a week not counting TFT or FNF)

The admins working in shifts idea only works if they're paid. Otherwise it sucks and no one will show up. Just give admin to a couple more people who are on a lot and are responsible. Wakati was a good choice.

What would be more realistic is the admins are willing to be available a reasonable amount of time (as in, online in Steam) and don't mind coming into the game for a few minutes to deal with an issue if there are no other admins available.
