it's the same company that runs the most popular torrent client in China as well.

edit: somebody on reddit suggested valve steal the outfits and release them in tf2. that'd be pretty great if you ask me

It appears to me that the soldier is a firefighter, judging from his outfit and weapons (sans rocket lawn chair) lol. The Pyro is a rockstar or something, Scout plays hockey, and Demoman kind of looks like the Michelin Man.
I'll be going to China for a month this summer, so I'm hoping the internet cafes have this installed. Maybe stores will be selling it by the time I get there
