While cruising the /r/tf2 board over at reddit I found this little picture and who know maybe? discuss.

Looks like the kind of photo that could easily be shooped, but just because they are testing concepts for the soldier does not mean that they are doing him next.

For all we know they could have "in concept" weapons for Soldier, Demo, and Engineer all at once since what they are doing is just tweaking a few variables.

Very few of the weapons are "radical" enough that you would be unable to test them without a model, to be honest I think roughly one per class requires a complete coding overhaul and new models to test; sandman, sandvich, Kritskreig, dead-ringer, jarate, and razorback; everything else only requires a few variable tweakings.
