The fish... is the best weapon the scout has revived so far.

I moved everything off my 2nd account and got 7 level 2 metals, and that's after crafting every polypack item, sans hats.

They didn't trick you. Either you misheard, or they were misinformed. Sandman + Refined = Fish. All Polycount items are (item) + Refined.
