Something like that is done at the vocational school I attended.  I was there for engineering but the criminal justice class did some all out terrorist training as well.  One day after school they closed up the whole school and the local police came out.  It was cops vs the kids, airsoft gun style.  From the video afterward, it was amazing to see the cops actually lose to a bunch of sophmores and juniors in highschool.  The kids hid in a pair of classrooms and the police only did a quick check.  After they left the kids came out and opened fire, not one officer 'survived'
