THESE ARE WAYS TACTICS TO GET PIKABLU BUT BEWARE YOU MIGHT HAVE YOUR GAME MESS UP OR SOMETHING SO BE CAREFUL AND DO IT AT YOUR OWN RISK!
1 Use the itemfinder in 100 different places in the Unknown Dungeon.On the 101st time you will find a letter.Go to Cinnabar Island and surf on half land half water next to the gym and you will find Pikablu.Use the masterball on him!

2 go to the water that leads you to the unknown dungeon. Use the itemfinder until it responds. Then fly to fushia and swim to seafoam islands. YOU HAVE TO SWIM UP AND DOWN THE COAST FOR A VERY LONG TIME: I DID FOR 1 HOUR AND 30 MIN.!You will ahev to use a masterball to catch him. He has thunder, electrode, and an ice attack that has a weird name.

3 go to the water that leads you to the unknown dungeon. Use the itemfinder till it responds. Then go in the unknown dungeon to the place where mewtwo stood. Walk around there and catch the first pokemon you see. It is pikablu. You can then nickname it pikablu.

4 APPROVED BY NINTENDO OF AMERICA!
You have to have all 150 pokemon WITHOUT GAMESHARK! Then you go to the guy in Pewter City who takes you to the museum. Let him take you there. Go upstairs and talkto the girl who wants her dad to catch a pikachu. Immediately leave. Don't take any steps when you get out of the building, then fly to celadon and talk to the lady in the rocket game corner. She will say she found an abondoned pokemon. She gives it to you. You will not be able to use him yet. Fly to pallet and talk to pro. Oak. It will say you delivered oaks parcel. You may now name the pokemon pikablu and use him. He is very strong.
