it is in reguards to a certain race of people (americans) and the word fucker following it shows this phrase to be offensive, would this also count as a personal attack on an american if said directly to them?

Yankee is slang for American iirc, and I wouldn't go as far to think Americans are a race.

But yeah, the phrase itself isn't inherently offensive like fag or kike, but it can be used in such a context (as can almost any word)

Race doesn't exist, it has been proven over and over again.  But racism is just a group of people attacking another based on perceived differences.  There are plenty of derogatory terms attributed to people from a specific country, how offensive they are is pretty subjective.  Typically we just single out jewish and black people as being the ones racism applies to since they are perceived as having the hardest time of it.  But singling them out can be considered racist as well.

There really isn't a simple answer to this, the best thing to do is just warn -> mute/gag all offenders and kick -> ban those that are being especially nasty.

Racist? Surely not.

I don't mind being called a Canuck / Frenchie / Frog if it's in a conversation, with, let's say, some Newfie or some English.
But being called like that by someone I don't know at all; on a TF2 server, after that person might have understood where my accent is from, I would probably be really offended.
