prejudice and racism are too entirely different things. Similar in nature but not the same. English is not a race last time I checked, that would color the term as more prejudice then racist.

Actually prejudice and racism are the same thing because there is no such thing as race.  Dividing people up by their skin color is as arbitrary as dividing them up by their eye color, the length of their nose, or the consistency of their ear wax.

In biology, a race is any inbreeding group, including taxonomic subgroups such as subspecies, taxonomically subordinate to a species and superordinate to a subrace and marked by a pre-determined profile of latent factors of hereditary traits.

People from different "races" are not biologically distinct enough to actually be from different races.  The whole idea is pretty much a fallacy.  However, a reason it may be used today is to distinguish cultural identity which is also dependent on nation of origin.  So it would be easy to see how racism could be associated with prejudice based on where they are from.

If it were up to me though I'd throw out the whole idea, I think it's absolutely insane they still ask for race on government forms and other things.

Race doesn't exist, it has been proven over and over again.  But racism is just a group of people attacking another based on perceived differences.  There are plenty of derogatory terms attributed to people from a specific country, how offensive they are is pretty subjective.  Typically we just single out jewish and black people as being the ones racism applies to since they are perceived as having the hardest time of it.  But singling them out can be considered racist as well.

There really isn't a simple answer to this, the best thing to do is just warn -> mute/gag all offenders and kick -> ban those that are being especially nasty.
