From what I just checked, it's publicly open to those who pre-ordered the game. And it looks like the only other way to get in is to win keys from other sites. So it's partially open lol

Ya, it's open with an asterisk... I've been in since closed beta, so that's carried on into open. Cryptic studios is a smallish studio, and they're working with a big license, so they are trying to regulate their traffic a little so everything doesn't break. Game launches on Feb 2nd.
