I fucking LOVE mIRC. Been using it for years.

And it's free, despite what it says. You never actually have to pay for it and you can still use it after the trial.

Free (and still legal) windows build of XChat: http://www.silverex.org/download/

XChat's open source, but charges for windows binaries. But you can download them for free from other people ;o The silverex build is kinda the gold standard, but there are others available

You have to pay for a windows binary, unless you use a third party binary, like the one from Silverex, which is the most commonly used one. It's perfectly legal, but technically unsupported because it's not an 'official' binary.
