I was thinking that game theory explains the lack of bipartisanship. It turns out it's pretty damn complicated to try and write out the explanation but until I can figure out how to do a good job of it the short version is in every "game" (legislative action) the majority party will want to "play" working together. It gives them good press, everyone pimps the policy, most are happy, everyone gets re-elected unless they severely fuck up, majority party keeps the majority. However the minority party will want to "play" being a blocker. They demonize the majority party, make people severely unhappy with congress as a whole, when election time comes around chances are they will take their anger out more on the majority party then the minority party. In multiple "games" the majority party will gain distrust of the minority and start pushing through whatever they can without working together. This way they at least get the policy they want through (or mostly want).
This also shows how coalition governments are often superior. With more than 2 parties, and no party being able to do anything on their own, the motivation is to work together. The parties that want to work together the most and become part of the coalition get a say, the parties that refuse to work together get nothing. And with a consensus being built around multiple points of view the chances are they will produce legislation that is popular and hard to demonize. |
