Not exactly, a computer in liquid will cool itself much much more efficiently than simply using air. It also eliminates the need for moving parts, technically now you could even immerse the hard drive if you got an SSD, the only thing sticking our of the water would be the motherboard connector ports.

So now you have a computer that is completely silent and you can do some neat overclocking with it because it manages heat more efficiently. I would totally build one to use as a mini-media center box with a TV.

integrate the cooling system into your coffee table and have some rad neon tubing flowing around/through/in it

I believe in the steady state most atx computers would still have to be turned off and allowed to cool, since the oil would only be acting as a massive heatsink, and can't actually dissipate the heat generated quickly enough. Unless of course you've got a separate radiator for cooling the oil (lol) or house the computer in one cold fucking room. Still a cool idea though.

Did it for a thermo problem set a few years back and the TA confirmed the solution so I think I did it alright

Well it would depend on how quickly the oil lost heat to the surrounding atmosphere, or if you had a fish tank pump to move it out to another heat exchanger
