I've had my PC now for at least two years and the fans... well there's nothing visibly obstructing them but they don't sound healthy. It sounds like something is stopping it every so many seconds. It's concerning to say the least... Is there anything that can be done?

Replace them?

Fans wear out, especially in dusty environments, especially cheap fans.

Measure the sizes, go buy replacements.

Get something by Panaflow, Delta, Sunon, Antec, Vantec or Scythe.

What HeK said.

Also, can you determine what fan(s) it is?

If it's you video card fan, it constantly changes it's speed based on temp, and a lot of cards will get into a temp area where the fan will be either running on extreme power save (<~10%) when it hits a certain temp, but the next degree up kicks it back into a higher mode (~50%) and it will constantly rev up and down, that could be one cause of that sound.

If it's case fans, just get good fans to replace them. Panaflow and Scythe are two of my favorites, and Scythe makes some really (really) good stealth fans.

I usually test which one it is by poking each one with my finger to stop/stall it, and see if the sound goes away. Your mileage may vary, as may the amount of blood drawn using this technique.

I agree with HeK . First check the fan that it is dusty or not . If it is , then clean the dust. tighten the base  screw  . At last you should replace the fan. Smile
