Short Answer: No Long Answer: No, because that means the server doesn't have people in it, empty servers mean no new members, like right now, server is empty and I dont have the time to fill it. I checked out the no-capping server today and I managed to cap twice before they yelled at me. So then I would grab the intel and drop it at our base and someone else would actually cap it for me.
