From my quick research, possession of tools is legal, you must show intent to burglarize for it to be considered a felony. Not like the lockpick police are going to just stop at my house and check it out to make sure I don't have lockpicks and a crowbar. Unless the sex police call them and tell them that I do after they do their check to make sure I'm not having consensual sex with underage girls. K that was a bad example but you get the idea.
