Except I don't think that's SFM; the animation looks GMOD-esque. The turret firing is a dead giveaway.

No, definitely GMOD. It's extremely well-animated, but SFM is a horse of a different color. You can tell it's GMOD due to smooth framerate and moments using ragdolls.
