I'm not being shitty. The actions of said female in the video, not dependent upon race, would allow her to fall under some type of name. Her atrocious actions were hers, and hers only, and if I feel to add a label to someone who acted like that, I will.

I'm pretty sure "hood rat" is racially neutral. But.  After polling, that would not be a general consensus.  I'm told the whitey version is "white trash"  So, can we conjoin the two and just start called black people who behave similarly and white people who behave similarly both "hood trash"  ?
