A card only passport is pretty cheap. I don't really plan on ever getting on a plane to go to another country within the next 10 years so the card worked out perfect for me.

Actually I don't think the cards are cheap based on their expiry and limitations. Any crossing outside of US owned territory or waters needs a passport passport. That means if in the next 5 years you're going on a cruise (even if it's going to puerto rico) you need a passport, because it technically usually ends up in international waters.

Also, I'm pretty sure the cards are "Land Crossing Only" (at least they were when first implemented).
and at that time, "Land Crossing Only" means no tunnel or bridge crossings either (no niagara falls, no detroit/windsor). Again I don't know if this has changed.
Also, I believe it also prevents layovers out of country (like if you fly from New York to Seattle with a possible layover in Toronto is a no go)

A PASS card? They are valid for land or sea crossing, but only to Canada, Mexico and I think the Caribbean.

Some of the stupidest shit Ive seen is when they decided that you needed a passport to travel to Canada/Mexico, we signed a fucking treaty just so we wouldn't have to bother with that stuff.

This came after the attacks on September 11th.Â The claim was that the terrorists got into Canada and then entered the United States through there.

Also most cruises don't stick to "just us waters" so my statement on near useless if you wish to do that is mostly correct.
