Its valve's designs standards that the legs be dark so the eyes are drawn up to the torso and face to create an effective recognition of the character.
The skirt means there is skin showing, and skin showing means higher hue value, which breaks the point valve made.

Looks pretty good, but to be honest I never really thought TF2 was missing anything due to lack of girls other than the Pyro and the Announcer.  I figured they were just too smart to run around shooting each other for no reason.
