Monitor Jitters Problem

So a friend said he wouldn't care about taking this other monitor back for a while and said I'm free to hook it up. So I get everything set up and it works fine. Only after I clear a buncha tabs from my browser does it do this... jitter thing from the "bottom" of the monitor. Like any action I do (clicking, moving a window, opening a tab, scrolling a page) makes this thing jitter. Only what was odd was this didn't happen if I had youtube open on a video. It didn't even have to be playing, just there.

Anyone have any idea? I'm totally stumped.


Update: Playin skyrim, it jitters like crazy during loadscreens, but once it loads it's perfectly fine until I die and have to reload or go to a new area. I...don't even know where to begin.

Unplug both screens and swap what video out they're plugged into in the card, if the effect transfers to the other screen, it could be the video card going bad.

Also, drivers are updated yes? Try uninstalling them and reinstalling.

Well forgot to mention, the one on the right's hooked up via HDMI and the left via VGA. I'll try reinstalling the drivers though. Wouldn't think the video card's goin bad though since it's brand new and this just started happening today. Though what's odd is I had my monitor connected through VGA until just a few days ago to the same port the one on the left's connected to and I never had that kinda problem.

Is it AMD or Nvidia? I had a similar problem with my 5870, had to turn off AMD Overdrive.
