I've seen something similar on SA. There are offers to receive a stipend to cover a console or a particular brand of electronic, but you have to jump through a bunch of trials first. It's only wireless when you are on batteries, otherwise you need to plug it in.
It currently doesn't have an OS on it, you would need to install something.
